I think it is "So, Rise the Storm" or Raise the Storm

However I (im not japanese) am almost certain that the threee following lines are in japanese as no english words that make sense [in this context] make those noises.

In the mentioned part, it contains sounds like "cha" or "tya", and "wi" or "we".
There are not so many words in Japanese that contains sounds like above, I guess (lots of them are derived from foreign language, namely, loan-word. Especially sound "wi").
